Many Igbo speakers also use English, but an elderly witness, a claimant under stress or a patient describing symptoms is far more precise in Igbo, and a claim can turn on a single phrase, so an interpreter should be offered rather than assumed away.

Igbo is a tonal language of southeastern Nigeria written in the Latin alphabet with dotted letters and tone marks that carry meaning. Much of the paperwork itself is in English, because Nigerian civil and court records are issued in English, so the translation need often runs the other way: a sworn declaration, an oral statement or a family record that exists only in Igbo, rendered into clear English for a file.
Sworn declarations are the recurring issue, because many older Igbo speakers were born before routine registration, so a file leans on a declaration of age made before a Nigerian court alongside a National Population Commission certificate or an attestation of birth. A translator renders the document exactly, including the deponent's words and the commissioner's stamp, reports the issuing body as printed, and matches names to the passport, since Igbo names are often shortened or reordered on Western forms.
