Most Ibanag speakers also use Ilocano as a regional lingua franca and Tagalog or English nationally, and many are steadier in one of those, so at booking we ask for the speaker's stronger language rather than assume Ibanag. Ibanag itself has town-level differences, notably between the Tuguegarao variety and others, which we note when a genuine Ibanag interpreter is the right match.
When Ibanag is genuinely needed it is often for an older speaker at a medical appointment under PHIPA and PIPEDA, a legal or settlement meeting, or an IRCC interview. Ibanag is a regional home language rather than an official one, so there is seldom an Ibanag-language certificate to translate.
