The point that is easy to miss is that BSL is not American Sign Language and the two are not mutually intelligible. Canada uses ASL, and LSQ in French-speaking regions, so a deaf immigrant who signs BSL cannot simply be booked an ASL interpreter. BSL also uses a two-handed fingerspelling alphabet where ASL uses one hand, and it carries regional variation across England, Scotland, Wales and Northern Ireland, so at intake we confirm the person signs BSL rather than ASL or Irish Sign Language.
Requests come up for IRCC interviews, hospital and mental health appointments, legal matters and school meetings. Delivering the work by video suits a specific regional signer wherever they live in the country, and the interpreter conveys exactly what is signed and said, in register, rather than paraphrasing. BSL has no standard written form, so there is no such thing as a document written in BSL to translate. In practice a deaf person from the United Kingdom reads and writes English, and the paperwork for a Canadian move, such as birth and marriage certificates, qualifications and IRCC forms, is handled as English-language work rather than a translation into or out of BSL.
The related requests we do see are transcription and captioning of a signed BSL video into written English, for example a recorded statement, and the reverse, explaining an English document to a deaf client through an interpreter. Where a written English translation of a foreign civil record is also needed, that is a separate certified translation prepared by a qualified translator and, where a receiving body asks, supported by a sworn affidavit before a commissioner of oaths. Acceptance ultimately depends on the receiving institution.

British Sign Language is the sign language of the United Kingdom and it is a distinct language, not a regional flavour of American Sign Language. In Canada the languages generally needed are ASL and, in Quebec, Langue des signes quebecoise.
